Position Summary:

The Research Integrity office in the Division of Research (DoR) at Florida Atlantic University is seeking an experienced research professional for the position of Financial Conflict of Interest in Research and Export Control Coordinator. This is a new position that reports to the Assistant Vice President for Research Integrity. The position works with and advises appropriate administrators in DOR, FAU faculty, administrators, and students and will conduct activities related to Financial Conflicts of Interest (FCOI) and Export Control.

The position will have administrative responsibility for coordinating the FCOI and Export Control programs as they relate to research. The position will advise the administrators and faculty on regulatory requirements and provide direction in FCOI and export control including disclosure review, policy development, compliance committees, outreach and training.

The main responsibilities for the position are:

Financial Conflict of Interest:

  • Serve as a subject matter expert in conflict of interest disclosures and management plan development and maintenance.

  • Review researchers’ financial disclosures for potential Financial Conflict of Interest(s).

  • Assist faculty and researchers with completing disclosures of Significant Financial Interest.

  • Coordinate, manage, attend and participate in the Financial Conflict of Interest Committee meetings.

  • Manage all administrative functions associated with the Financial Conflict of Interest Committee including follow up with the committee regarding final disposition of cases, determination letters and management plans.

  • Coordinates with other units within DoR, including, but not limited to the Office of Sponsored Programs, regarding verification of compliance related to grant account set up.

  • Assist the Financial Conflict of Interest Committee with drafting potential management plans once the committee has determined the existence of a financial conflict of interest.

  • Ensure compliance with applicable federal regulations, state statutes and FAU policies, and procedures.

  • Manage and resolve FCOI related inquiries from FAU personnel.

  • Manage FCOI webpage content including development of resources and training for FAU researchers.

Export Control (Related to Research):

  • As it relates to Research, assists and serves as backup to the FAU Export Control Officer. Such duties will include conducting Restricted Party Screenings using the Visual Compliance system for all international research-related activities.

  • Assist with the review of foreign travel requests and advise travelers prior to departure of any required compliance matters including, but not limited to, necessary export licenses and filings.

  • Assists with reviewing shipping requests to ensure compliance with export control laws and regulations.

  • Assists with expanding and updating the Export Control webpages.

  • Assist with the creation, implementation, and verification of Technology Control Plans (TCP)

  • Documenting all determinations and correspondence.

  • Assist with the review of all visa sponsorships and international agreements for relative risk for export controls.

  • Assist with drafting and submitting license applications and institutional registrations.

  • Review sponsored program proposals and awards, determine need for TCPs and/or export licenses.

Other responsibilities:

  • Coordinate with central OIT as needed regarding data security requirements.

  • Assist with the review and negotiations of various research related agreements including, but not limited to, Material Transfer Agreements (MTA), Memorandum of Understanding (MOU), Data Use Agreements (DUA), and Teaming Agreements.

  • Assist with coordination amongst other compliance areas (IRB, IACUC, IBC) related to DoR agreements.

  • Assist in the development of effective institutional approaches to foreign influences in research.

  • Participate in the development of campus policies, guidance and procedures.

  • Monitor new developments in regulations, rules and laws to analyze the impact of such changes on the research community

  • Communicate new developments as needed to appropriate stakeholder groups.

  • Performs other related duties and carries out other responsibilities as assigned.

Minimum Qualifications:

Bachelor of Arts or Science from an accredited institution and at least three years of appropriate experience required. Compliance experience preferred.Juris Doctor from an accredited institution preferred. Academic institution experience preferred.Demonstrated experience with conflict of interest laws and regulations and the development and review of management plans as they apply in an academic environment.Demonstrated experience in the review and interpretation of federal laws and regulations involving export control.Demonstrated ability to analyze complex issues and formulate solutions.

Salary:

$55,000 - $65,000
